This man is a legend, he has changed alot of Japan since he started the Kamen Rider Career.
His real name is Tetsuo Takayama (高山哲夫, Takayama Tetsuo)

Comparing him with the old series of Black & RX and his appearence in Decade, he doesnt seem very different and still has the fighting spirit in him. Praise for Tetsuo Kurata

I think he will be needed to teach the new riders a thing about being manly...

I think Wataru and Ryotaru have gotten alot tougher since the beginning of the series to be honest. Though the previous riders that were tough didnt have the best storyliens, i think the different attitudes with the different riders suits the franchise in a way
